SEVEN TENANTS




The St. Clair Regional Airport will have seven tenants very shortly.  This is an important   point.  
With everything that is involved with the airport, it is almost at full occupancy.  With Washington having  a waiting list of over a dozen, and Sullivan has about five on their waiting list,  it is clear that there is a demand for hangars in the region.  Over a dozen aircraft have moved out of St. Clair to other airports, and with seven still on the field, it is clear that there is more of a demand for hangars than there is for new retail space in St. Clair. 
The city has spent millions of taxpayers’ money to develop new retail space in the redevelopment area, but the new auto parts store is not going there.   One important point of a TIF and a redevelopment plan is to show that the plan is feasible.  
The following paragraph is from the St. Clair redevelopment plan.
e. A cost benefit analysis showing the economic impact of this Redevelopment Plan on each taxing district that is at least partially within the boundaries of the Redevelopment Area and showing the impact on the economy if the project is not built and is built pursuant to this Redevelopment Plan and including a fiscal impact study on every affected political subdivision and containing sufficient information from the selected redeveloper for the City’s TIF Commission to evaluate whether Redevelopment Project 1 as proposed is financially feasible;

What the city has not demonstrated is a demand for the redevelopment.  The redevelopment plan that the city has produced could be used for any parcel of real estate in the state.   What is not produced in the redevelopment plan is the demand for retail space.  Without the demand, the project is not feasible. 


It is clear that there is a larger demand for an airport in St. Clair than there is for another shopping mall.

DOG CRAP




I have flown to many of the airports in the state of Missouri, and I can state one thing to be absolutely for sure to be the truth.  They are all in better shape than St. Clair.  I would have to say that St. Clair is the bottom of the list, not close to or near, but the bottom.  The ones that seem to be doing the best, are the ones that are not operated by municipal governments.  Especially where there is a frequent turnover of city officials like St. Clair.  Take Kennett Missouri, Beautiful facility next to the country club and golf course.  Someone their told me that they thought the golf course was once part of the airport property.  When you land there, it gives a wonderful first impression about the town, the people in it and the people that run both the town and the airport. 
Not St. Clair.  I drove up to the ramp one day, and a twin engine Cessna 414 was unloading a bunch of parts that were flown in for a manufacturing plant in St. Louis.  I asked why St .Clair?  We needed to get the truck right next to the airplane, and we figured this was the best place.  Great for St. Clair, right!!!  But something spoiled it.  There were some stray dogs at the airport that had gotten into some trash.  They were nasty, wild, starving looking animals, and were eating some old hamburgers, growling at each other over their their score.  What a first impression.  The difference between beautiful Kennett Missouri, or Lewis County Airport in north east Missouri; and then St. Clair Missouri looking like a Texas teenage horror movie.  
I was told an old point of wisdom by a politician way back when.  If you want to know about how a town is being run, go out to their airport and look around. 
Look out for the dog crap.

HOW DO YOU GET TO THE ST CLAIR MALL?




Just go west on 44 and turn right on 47 and just go down a bit towards Union and turn right on Airport road.   This is a picture of it.  
 


Such a development will be “anchored” by one or more large volume retail businesses, sometimes colloquially referred to as “big-box” retailers or other high-quality regional scale retailer(s) who may not be currently located within the region.      And after ten long years whatayougot.
